Bareilly: A meeting of the Divisional Industry Bandhu Committee was held under the chairmanship of Additional Commissioner (Judicial) Manoj Kumar at the Commissionerate Auditorium to review key industrial development initiatives, infrastructure projects, and investment progress across the Bareilly Division.
During the meeting, officials informed industrial stakeholders about the implementation of revised development charges under the Uttar Pradesh Urban Planning and Development (Determination, Levy and Collection of Development Charges) Third Amendment Rules, 2026. The revised policy sets the Land Use Multiplication Factor (LUMF) at 0.5 for both large and small industrial land use categories, with development charges fixed at ₹1,450 per square metre in the Bareilly Development Area. Entrepreneurs welcomed the decision and expressed gratitude to the state government.
The committee also discussed the proposal for introducing an online gate-pass system on the Mandi Committee portal, similar to the GST e-way bill mechanism. Officials stated that the proposal would be forwarded to the state government for further consideration.
Reviewing the progress of the Nathdham MSME Township Project, the Bareilly Development Authority informed the committee that approximately 10 hectares of land had already been acquired at Rahpura Jagir. Construction activities will commence following completion of the acquisition process.
The meeting also examined plans for establishing a Sewage Treatment Plant (STP) in the Parsakhera Industrial Area. UPSIDA officials stated that an initial amount of ₹5 lakh has been sought for surveys, wastewater assessment, and sewer line design work. Instructions were issued to expedite follow-up with the headquarters to ensure timely implementation.
In another significant development, land allocation for a fire station in Parsakhera Industrial Area is progressing. A proposal for subdivision of Plot No. B-29 has been submitted for approval, after which the development authority will initiate construction of the facility.

The committee reviewed investment proposals under the state’s investment promotion framework. Officials reported that out of 859 Memorandums of Understanding (MoUs) worth ₹63,214.79 crore signed in the Bareilly Division, 442 projects worth ₹24,945.98 crore are ready for Ground Breaking Ceremony (GBC) implementation, while 389 projects worth ₹15,331.64 crore have already commenced commercial production.
Under GBC 5.0, projects worth ₹9,885.97 crore are ready for implementation, while investments worth ₹6,270.99 crore have already entered the production stage. District industry officials and investor facilitators were directed to ensure timely achievement of targets and resolve pending issues faced by investors.
The meeting also reviewed the progress of the Chief Minister Youth Entrepreneur Development Campaign. Banks were instructed to approve and disburse loans for at least 30 percent of their allocated targets by June 12, 2026. Banking representatives assured the committee that the targets would be met within the stipulated timeframe.
Senior officials from the Bareilly Development Authority, Industries Department, Electricity Department, banking institutions, and representatives of industrial associations attended the meeting. The committee emphasized coordinated efforts to accelerate industrial growth, strengthen MSMEs, and enhance investment-driven development across the division.
